After earning his master’s degree in Finance from the Faculty of Economics and Administration at Masaryk University in 2018, Narek Hovakimyan has built a remarkable career in Armenia’s public service and international economic spheres. Now serving as the Deputy Minister of Economy in Armenia, Narek Hovakimyan reflects on how his education shaped his path and the influence of his time at Masaryk University.

Congratulations on your appointment as the Deputy Minister of Economy in Armenia. It's undoubtedly a remarkable accomplishment. What does this achievement mean to you personally and professionally, and the impact you hope to make in your new role?

Thank you! This achievement is a significant milestone in my career and holds deep personal meaning for me. Being appointed Deputy Minister reflects the hard work and dedication I've invested over the years. It's an honour to serve my country at this level, and I'm grateful for the trust placed on me. Personally, it fills me with unparalleled sense of responsibility.

This role offers a unique opportunity to use my experience and education to contribute to Armenia's economic growth and stability. My journey through various roles in the public and private sectors has given me a broad skill set and a solid understanding of economic dynamics. Professionally, this appointment is the result of years of effort and learning, motivating me to strive for excellence in this new capacity.

Can you share with us a bit about your background and upbringing, and how it influenced your interest in finance and economics?

I was born on December 18, 1988, in Yerevan, Republic of Armenia. Growing up, I was deeply engaged in public life and community activities. My interest in finance and economics was significantly influenced by my involvement in various civic initiatives and public service projects.

From a young age, I was fascinated by the mechanisms that drive economic growth and development. Actively participating in community efforts and observing the economic transitions and challenges in Armenia fueled my desire to understand the complexities of economics. This engagement in public life inspired me to pursue solutions that could improve the nation's economic landscape.

This passion for active citizenship led me to pursue a Bachelor's degree in Economics at Yerevan State University. My academic journey was complemented by numerous projects and activities aimed at promoting economic awareness and development within the community. My experiences in public life have continually driven me to work towards creating a more prosperous and equitable Armenia.

What attracted you to Masaryk University for your master's degree, and how did your experience there shape your career aspirations?

When it came time to further my education, I was drawn to Masaryk University in Brno for several reasons. The university's strong reputation in the field of economics and administration, coupled with its international environment, offered a unique opportunity to gain a global perspective on economic issues. Masaryk University's commitment to research and its dynamic academic community were also significant factors in my decision.

My time at Masaryk University was transformative. The rigorous academic curriculum, combined with the practical approach to learning, deepened my understanding of economic theories and their real-world applications. I had the privilege of learning from distinguished professors and collaborating with peers from diverse backgrounds, which broadened my outlook and enhanced my analytical skills. Moreover, the university's emphasis on critical thinking and innovative problem-solving had a profound impact on my career aspirations. The experience solidified my commitment to pursuing a career in economic policy and public administration. It equipped me with the knowledge and skills necessary to navigate complex economic challenges and develop effective strategies for economic growth and development.

After graduating from Masaryk University, could you walk us through your career journey leading up to your current role? Were there any moments that significantly influenced your career path?

After graduating from Masaryk University, my career has been shaped by impactful roles leading to my current position as Deputy Minister of Economy. I began at the Ministry of Agriculture (2017-2018) with the "YES Armenia" Programme, implementing the Agricultural Insurance System and merging my economic expertise with national policy. This was followed by a role at CPM Consulting, where I developed agricultural insurance in line with EU standards, broadening my international perspective.

My role as Deputy Chief of Executive Director at the Agriculture Insurers’ National Agency (2019-2020) was pivotal in advancing the agency's mission and honing my leadership and strategic planning skills. This experience was a precursor to my tenure at the Eurasian Economic Commission (2020-2024), a defining period during which I served as an Assistant to the Executive Board Member/Minister of Industry and Agro-Industrial Complex and later as Deputy Director of the Domestic Markets Operation Department. These positions provided a comprehensive understanding of regional economic policies and the invaluable opportunity to collaborate with international partners on significant economic initiatives.

Several moments significantly influenced my career path. Implementing the agricultural insurance system in Armenia underscored the importance of innovative economic policies. My roles at the Eurasian Economic Commission highlighted the value of regional cooperation and integrated economic strategies. Transitioning into leadership roles allowed me to shape and influence policy decisions, solidifying my commitment to public service and economic development.

These cumulative experiences prepared me for my current role as Deputy Minister of Economy. Each position contributed to a deeper understanding of economic policy, strategic planning, and international collaboration, equipping me with the skills and insights necessary to effectively contribute to Armenia’s economic growth and stability. My career journey has been marked by a dedication to leveraging economic principles for national and regional development, and I am committed to continuing this mission in my current role.

My time at Masaryk University profoundly shaped my approach to finance and economics.
